PROBLEM TO BE SOLVED: To obtain an inexpensive paper for a bag having a sufficient strength, excellent in heat sealability and further a high wet strength after boiling in spite of a low content of hemp. SOLUTION: This paper for a bag is a two-layer combination paper comprising a first layer composed of rayon or polyester fibers and further wood pulp and hemp and a second layer composed of copolyester fibers having 105-170 deg.C melting point, polyolefin fibers, wood pulp and hemp and is prepared by carrying out heat treatment. Although only the polyolefin fibers are usually used as a heat-sealing component in this kind of paper, most of the polyolefin fibers are replaced with the copolyester fibers and hemp is reduced in the paper. Since the heat-sealing component is a mixture of the polyolefin fibers with the copolyester fibers having different melting behaviors in place of only the polyolefin fibers, problems that the sealed parts are separated just after heat sealing are eliminated.
