PROBLEM TO BE SOLVED: To stably supply concrete having uniform quality even during rough weather and to build the facilities even in a sea area where mooring of a pontoon is difficult. SOLUTION: Five jackets 1 to 5 for first to fifth blocks are assembled together and constituted to a fixed structure A, jacket 1 of the first block is bottomed to sea floor, and a concrete plant 6 is installed on the jacket 5 of the fifth block at the top located above the water surface. Concrete materials stored in silos 15 to 17 in a material supply ship are supplied to a receiving hopper 9 of a concrete plant 6 from a material supply belt conveyor 18 and then further transported to a weighing hopper 7 by a belt conveyor 10 in the concrete plant 6.
