PROBLEM TO BE SOLVED: To recover oil floating on the sea without scattering by providing a flexible seat material, columnar floats and front face plate. SOLUTION: Square columnar float 1 are arranged and attached together in parallel to each other relative to a band-shaped flexible sheet member 4. Next, front face plates 6 mutually connected with the floats are coupled together with flexible members 7 to one end of the float 1. Then, in the attachment of front face plate 6 to the float 1, a guide pin 3 of the float 1 is fitted to a hole corresponding to the front face plate 6. After that, a wedge is driven to a through-hole provided at the side face of the guide pin 3. In this way, the float follows up the waves in up and down motion and excellent flexibility can be obtained at the normal surface. On the other hand, two-dimensional deformation type can be obtained, which does not follow up the lateral motion against a wind or a current but has a resisting force capable of maintaining a state of a straight line. As a result, an angle smaller than a certain value is always held relative to the inflow direction of the oil, and the contact between the oil and fence becomes flat. In this way, oil floating on the sea can be collected without scattering and an excellent oil collecting performance can be obtained.
