PROBLEM TO BE SOLVED: To provide a aqueous pigment dispersion having excellent dispersibility which excels in the initial and long-term dispersibilities of carbon black in water and difficult to cause aggregation of carbon black particles. SOLUTION: A aqueous pigment dispersion liquid comprises surface modified carbon black to be obtained by subjecting carbon black to wet oxidation with the use of a hypohalogenous acid and/or its salt with a concentration of its halide ion of not more than 1,000 ppm. The content of the surface modified carbon black is preferably 1-30 wt.% based on the total amount of the water- based pigment dispersion, and the average particle diameter of the surface modified carbon black is preferably not greater than 300 nm.
