PROBLEM TO BE SOLVED: To easily manufacture a thermal head having high recording efficiency. SOLUTION: A heating element 20 is constituted by providing a resistive film 24 and electrodes 26, 27 on a partial glaze 23 and a protective film 28 is formed on the heating element 20. The protective film 28 comprises a first protective layer 31 of low hardness, and a second protective film 32 having higher hardness than the first protective layer 31. In the forming process of the protective film 28, surface of the first protective layer 31 is polished after it is formed in order to make smooth the outer surface of the first protective layer 31 and to eliminate level difference due to the electrodes 26, 27. Since level difference is eliminated on the first protective layer 31 being polished easily, machining is facilitated. Furthermore, heat transfer performance of a recording sheet is enhanced because the protective film 28 on the heating element 20 is made thin. Durability is enhanced by the second protective film 32.
