PROBLEM TO BE SOLVED: To enable stable engine output control in idling even in failure of a throttle valve to be driven by a motor. SOLUTION: In this throttle control device, a motor 11 is driven according to the operating state of an engine 1, and the opening of a throttle valve 10 is controlled. When abnormalities in which the throttle valve 10 can not be driven by the motor 11 are generated, the throttle valve 10 is fixed to the specified opening. When the throttle valve 10 is fixed to the specified opening, engine output is adjusted on the basis of the opening of an accelerator pedal 51. When the opening of the accelerator pedal 51 is in the idling opening, namely, in the idling operation, the engine output is adjusted so that the engine output at the time when the engine water temperature is low may be larger than the engine output at the time when the engine water temperature is high.
