PROBLEM TO BE SOLVED: To satisfactorily float and support a shaft member and a bearing member without making contact with each other with a simple structure. SOLUTION: A thick portion 40a may be formed on a resin film 40 formed, for instance, over a terminal edge portion 21b of an end face 21c of a shaft member 21, which is one of the opposed surfaces of the shaft member 21 and a bearing member 31. An escape portion 31b is, for instance, formed on the bearing member, which is the other of the opposed surfaces, for allowing the presence of the thick portion 40a. Rotation is satisfactorily performed without bringing the members 21 and 31 into contact with each other.
