PROBLEM TO BE SOLVED: To diagnose a failure of a pressure control valve at an early stage by diagnosing a failure of the pressure control valve when the diagnosis enable state is detected by a vehicle condition detecting means. SOLUTION: A pedal stroke PS detected by a stroke sensor 22, a master pressure detection value PM detected by a master pressure sensor 23, pump pressure PP deteced by a pump pressure sensor 25 and a car speed detection value V from a car speed sensor 26 disposed in a suirable place of a vehicle to detect the car speed are input to a control unit 30. According to the detection values, designated arithmetic processing is conducted. First solenoid opening and closing valves 3FL-3RR, an electric motor 7, a second solenoid opening and closing valve 10, pressure control valves 11FL-11RR, a third solenoid opening and closing valve 12 and a fourth solenoid opening and closing valve 14 are controlled, and failure diagnosis for the pressure control valves 11FL-11RR is performed.
