PROBLEM TO BE SOLVED: To realize sector structure being coincident with purpose to use more simply and selectively by setting the conversion magnification of the period of a signal detecting meander or deformation to a period of a recording clock on the basis of the information of the control data of a recording medium previously recorded. SOLUTION: A period signal detected by a wobble detecting circuit 171 is period (frequency)-converted by a frequency conversion circuit 172 and is made a recording and reproducing clock basic wave. Here, a conversion magnification indicating value previously recorded in the information track of a control data zone is adopted as the conversion magnification of the frequency conversion circuit 172. A PLL circuit can adjust the phase relation between a recording and reproducing clock basic wave given by the frequency conversion circuit 172 and a self-excitation wave, adjusts the phase of a self-excitation wave and generates a reproducing clock. This phase adjustment is performed so that a reproducing clock is synchronized best with a reproduced signal obtained by a slicer 170 and binarized.
