PROBLEM TO BE SOLVED: To allow one communication controller connected to a plurality of control networks with different communication protocols to monitor and control different kinds of programmable logic controllers(PLC). SOLUTION: A conversion table 201 is used to convert a communication request set by one kind of argument generated through execution of an application software 103 into a control signal on the basis of a communication protocol of a PLC 30 of a different kind in order to apply processing for monitoring and controlling the PLC 30, and to which kind of the PLC 30 the communication request is made is discriminated and the communication controller makes communication with the corresponding PLC 30.
