PROBLEM TO BE SOLVED: To enable data amount billing by analyzing a bit stream where packets are multiplexed and accumulating the amounts of transmit data, counted by the transmission destinations of the packets, for the transmission destinations. SOLUTION: A data processing part 22 changes the value of effective information (Valid) of the line that an IP address and a MAC address reported from a charging server indicate from '0' to '1' first and enters information showing that the user that the line indicates is currently using a satellite Internet system into a use-amount-by-user management table in a memory 25. Then the data processing part 22 as a counting means counts IP packets and their bytes passed through the data processing part 22 by transmission destination addresses. The data processing means 22 as an accumulating means adds count values to the corresponding packet numbers and data numbers of the management table and enters the sums, so that the numbers of use packets and the numbers of bytes are accumulated for every user.
