PROBLEM TO BE SOLVED: To obtain an image processor which can process images for forming high-quality images by preventing occurrence of voids in photography areas existing in a state where the areas are surrounded by character areas. SOLUTION: An image processor is provided with a scanner section 400 which generates image data by reading images, an image area separating circuit 79 which separates the generated image data into at least a character area and a photograph area, and a gradation processing circuit 78 which independently processes the gradation of image data contained in the character area, whereas performs gradation processing for every matrix by forming the matrixes by using a plurality of image data contained in the photograph area with respect to the photograph area. This image processor is also provided with a correction circuit 501, which replaces the photograph area with the character area, when the photograph area is surrounded by the character area.
