PROBLEM TO BE SOLVED: To prevent deterioration in the luminous efficiency of a phosphor by suppressing generation of oxidizing gases. SOLUTION: By previously forming a passivation film 3 between a hydrophilic anode electrode (ITO film) 2 coating an anode substrate 1 and a phosphor 5, electrons(e) emitted from a cathode collide with the passivation film 3 without colliding with the anode electrode (ITO film) 2 formed below the phosphor 5. The passivation film 3 is formed out of a substance adsorbing less water than the anode electrode (ITO film) 2, thereby suppressing generation of oxidizing gases to prevent deterioration in the luminous efficiency of the phosphor 5.
