PROBLEM TO BE SOLVED: To provide a moving image compression-encoding method and its device and a moving image compression-encoding/decoding system for making it unnecessary to provide any memory for storing picture data to be outputted afterwards for certifying time stamp information. SOLUTION: Any redundant field is removed by an inverse 3:2 pull-down processing part 50, and the number of accumulated fields of a frame inputted to a video encoder 5 is counted by a number of field count circuit 6 from an RFF flag being the information and the number of frames. Then, the number of accumulated fields and picture type information after the encoding of the frames are held in a number of field exchanging circuit 7, and the number of accumulated fields of the oldest picture type information in the same type as the picture type outputted from the video encoder 5 is obtained as the number of accumulated fields of decoded data outputted from the video encoder 5.
