PROBLEM TO BE SOLVED: To simplify status management by hardware control or software for controlling switching to redundancy by means of an in-use/standby constitution and managing restart control information at switching time. SOLUTION: When an in-use system communication control section 101 detects a fault or unmounting of an in-use system voice signal processing section 103 in an in-use/standby constitution which makes encoding/decoding of voice signals, the control section 101 sets a new speech channel between the section 101 and a standby system voice signal processing section 105, and at the same time, transmits a synchronous frame which makes the setting of the new speech channel effective after deleting the already existing speech channel to the processing section 103. Upon receiving the synchronous frame, the processing section 105 sets the speech channel setting information stored in its own means and indicating in-use/unuse/being-switched to in-use and, after the processing section 103 receiving the synchronous frame sets its own speech channel setting information to unuse, the in-use system communication control section 101 switches the speech channel to the new channel.
