PROBLEM TO BE SOLVED: To provide a highly reliable electron-beam device prevented from adversely affecting electron emitting elements due to discharge current, etc. SOLUTION: This electron-beam device has a substrate 11 with a plurality of cold cathode elements, a face plate 17 installed opposite to the substrate 11, and spacers for keeping a distance between them. A low-resistance film 3 is provided on the side where the spacers abut on the substrate 11, the low- resistance film 3 is connected to a leader 21, which is provided on the face plate 17 side and impressed with a low potential and the low-resistance film 3 is positioned on an insulating layer 5a on the substrate 11.
