PROBLEM TO BE SOLVED: To extract an area without depending on dispersion even if dispersion exists in pixel values in the area becoming the object of extraction in a picture. SOLUTION: A picture processor counts the number of pixels having prescribed RGB values contained in a processing picture in a pixel number counting part 102. The prescribed RGB values are registered in a color database 112. An adaptation judgement part 104 obtains a hue occupation rate by using a counting value counted by the pixel number counting part 102. When the hue occupation rate exceeds the prescribed threshold, the processing picture is extracted by an area extraction part 106. When it does not exceed the threshold, a division judgment part 108 judges whether the processing picture is to be divided or not. When the processing picture whose division is judged to be required, it is divided into four by an area division part 110. They are inputted to the pixel number counting part 102 as new processing pictures.
