PROBLEM TO BE SOLVED: To obtain a fluororubber fixing roll whose fixing strength is high and which realizes high definition and low gloss and to enhance the reliability of a fixing device by constituting the fluororubber layer of the fixing roll of plural fluororubber layers having different rubber hardness. SOLUTION: The two-layered fixing roll 1 of the fixing device is constituted of an aluminum cylinder 2, an inside and an outside fluororubber layers 3 and 4 formed at the surface of the cylinder 2 and a heater lamp 5 arranged inside. The inside and the outside layers 3 and 4 are formed of two fluororubber layers having different rubber hardness. That means, they are formed of the outside layer 4 consisting of fluororubber whose rubber hardness is >=60 and <=75 and the layer 3 consisting of fluororubber whose rubber hardness is lower than that of the layer 4. Thus, since the heat of the cylinder 2 is transmitted to the surface of the layer 4 within an interposing time and the sufficient heat for fixing is also transmitted to printing paper 8 and toner, the fixing strength of a toner image 9 is enhanced.
