PROBLEM TO BE SOLVED: To prevent the soiling of a background of an image in a fixing device carrying out the fixing of an unfixed image by irradiating only the image part of the unfixed image formed on a recording medium with laser beams. SOLUTION: The recording medium on which a toner image is transferred is wound around a fixing drum 10, and toner on the image part is fixed onto the recording medium while scanning a laser 12 for fixing synchronously with the image part formed on the recording medium by a signal from a sensor 11 for detecting the leading end of the recording medium is detected. After that, the toner on the background part of the recording medium is removed by a cleaning device 13 provided at the downstream of a carrying direction of the laser 12 and the recording medium is ejected to a paper ejecting part 14.
