PROBLEM TO BE SOLVED: To generate higher hierarchy imager from which original images can be restored. SOLUTION: A higher hierarchy image memory updates the MSB (most significant bit)-side four bits of a higher hierarchy image stored theretofore, by using a sample value (four bits) inputted from a sample value updating circuit and the LSB(least significant bit)-side four bits of the higher hierarchy image stored theretofore, by using a class code (fur bits) inputted from a class code selecting circuit.
