PROBLEM TO BE SOLVED: To provide an information recording medium using a light transmissive substrate and capable of high density recording and to provide a recording method by which high density recording is carried out in the information recording medium. SOLUTION: An ITO film 4b and EB(electron beam) resist 4c are laminated on a transparent insulating substrate 4a formed from a light transmissive glass material to obtain the objective information recording medium. When information is recorded, the ITO film 4b is set at the ground potential and the surface of the EB resist 4c is subjected to prescribed scanning under irradiation with an electron beam BM to carry out electron beam exposure. Pits corresponding to the information to be recorded are formed in the exposed positions.
