PROBLEM TO BE SOLVED: To make it unnecessary to independently prepare a data transmission system and to make it possible to detect economical partial discharge by detecting the partial discharge of a power cable connection part by using an optical cable built in a power cable and transmitting measured data by using an optical fiber. SOLUTION: A detection impedance part 6 for detecting partial discharge is connected between a pair of detection electrodes 4a, 4b. A heat exchange system 7 amplifies an electric signal detected by the impedance part 6 and impresses voltage to a heater to convert the voltage into heat 8. A temperature measuring optical fiber core 5 built in a power cable line 1 is heated by the converted heat 8. Ramon scattered light is generated in the optical fiber by pulse light made incident from the end part of the core 5 to detect a partial discharge signal. Since the partial discharge information is added to the core 5, it is unnecessary to independently prepare a partial discharge data transmission system.
