PROBLEM TO BE SOLVED: To more easily extract an object. SOLUTION: An initial outline setting device 20 sets an initial outline to the inner part or the outer part of an area which is to be cut by the instruction of a user. A feature quantity extraction device 22 extracts the color component values of respective pixels from an input picture and a feature quantity extraction device 24 extracts an edge intensity value on the concentration (lightness) of the input picture. An area growing device 26 samples representative points on the outline and sets the nearby area of the respective representative points. An enlargement grade and the nearby area are compared on first feature quantity (color component value) at the respective representative points. When the difference is not more than a threshold, they are merged. An outline deformation update device 28 extracts the outline based on an area growing result and decides convergence from an edge rate. When they are not converged, the threshold of area growing is updated based on the output of the device 24. An area deciding device 30 decides the converged outline part and a non-converged part repeats the growth of the area, extraction of the outline and convergence decision.
