PROBLEM TO BE SOLVED: To provide a lamp device easy for a work to dispose an external lead wire in a holder serving as a socket storing a lamp with no base and a work to mount a lamp device to a wiring board, and having enhanced mechanical and electrical connectivity for reliable mounting, and a lighting system using this lamp device. SOLUTION: This lamp device 1 is equipped with a lamp with no base 6 formed by sealing a light emitting source 64 in a bulb 61 and deriving an external lead wire 63 form sealed part 62, a holder 2 of an insulating material to store the sealed part 62 of the lamp with no base 6 in a mounting hole 3 formed on its upper surface side and to guide the lead wire 63 to a lead wire introducing hole 41 penetrating through to the lower surface side from the lamp mounting hole 3 and to a lead wire guiding grooves 42, 43 formed along the side surface side from the lower surface side, and a pair of board mounting leg parts 5, 5 of an elastic body provided so as to cover a part of the lead wire guiding groove 43 formed on the side surface side of this holder 2, and the lamp device 1 is mounted in this lighting system.
