PROBLEM TO BE SOLVED: To perform switching without hit by switching from an in-use system to a standby system and to transfer data with high reliability by storing data to be sent on a transmitter and a receiver side. SOLUTION: Data inputted to a modulator 2 of the in-use system are stored in a memory 1. If a trouble occurs in the modulator 2 of the in-use system and the modulator 2 of the in-use system is switched to a modulator 3 of a standby system, a detecting device 4 transmits a signal of information on the switching from the in-use system to the standby system to a switching device 5 and a read device 6. Then the read device 6 sends the stored data of the memory 1 to the modulator 3 of the standby system. On the receiver side, data received before the switching is done on the transmitter side are demodulated in a demodulator 7 of the in-use system or a demodulator 8 of the standby system and then stored in a memory 10. When switching is done on the transmitter side, the demodulator 7 of the in-use system or the demodulator of the standby system detects the pulse break in the signal, due to the switching and sends pulses break information to a restoring device 9.
