PROBLEM TO BE SOLVED: To enable manufacturing an original disk of a mini-disk for a short time and to enable manufacturing it with a low cost. SOLUTION: A digital voice signal in which ATRAC(attractive transform acoustic coding) compression is performed and which is stored in a compact disk recordable 21 is read by a compact disk reading device 23, a form of the read digital voice signal is converted by a central processing unit 24, and a EFM(eight to fourteen modulation) modulating device 18 modulates the digital voice signal whose form is converted. The compact disk recordable 21 is more inexpensive than a U-matic-tape, and the compact disk reading device 23 can read the digital voice signal at faster speed than reproducing speed of a voice.
