PROBLEM TO BE SOLVED: To detect the movement of a picture under smaller arithmetic amounts. SOLUTION: An edge extraction filter 11 constituted by using a Laplacean filter or the like operates edge extraction processing to an input picture. Frame memories 13 and 14 in a frame memory part 12 sequentially store the output pictures of the edge extracting filter, and supplies the stored contents to an adder 15. The adder 15 adds each supplied picture. The added result is temporarily stored in a frame 16, and supplied to a correlation arithmetic part 17. The output picture of the frame memory 14 is supplied to the correlation arithmetic part 17. The correlation arithmetic part 17 calculates correlation between frames under consideration between the output frame of the frame memory 14 and the output picture of the frame memory 16. A decision circuit 18 detects the plural positions of the maximum value in the correlation value, and outputs a plurality of movement information corresponding to each detected position.
