PROBLEM TO BE SOLVED: To obtain a duplicated monitor control system that absorbs a difference in a method for deciding an operating mode depending on a difference in systems to as to unifiedly manage the decision of the operating mode. SOLUTION: The duplicated monitor control system is provided with units each provided with a signal processing section 1 that outputs an output signal resulting from applying to an input signal and outputs operating mode change factor generating information when the operating mode of its own unit changes and an operating mode decision section 5 that incorporates an operating mode state transition table 4 and decides an operating mode transited next according to the operating mode state transition table 4, and makes the operating mode transition of its own unit coordinate with that of an opposite unit. Each operating mode decision section 5 has an operating mode state transition pattern index 2 and a plurality of operating mode state transition patterns 3 and registers an operating mode state transition pattern selected on the basis of the operating mode state transition pattern index into the operating mode state transition table.
