PROBLEM TO BE SOLVED: To improve the safety for conditions where the visibility of traffic sign has deteriorated by providing a traffic sign display that is provided on the side of a VICS center, judges unsafe conditions for allowing instruction information to flow, and displays the image of traffic sign information based on the instruction information. SOLUTION: A VICS station 2 on the road that is controlled by a VICS center 1 and transmits VICS information is installed on a road, and a vehicle 3 mounting a navigation system with a traffic sign display function receives the VICS information and GPS information from a GPS satellite 4 using a VICS receiver and a GPS receiver, respectively. Then, information is first gathered and analyzed by the VICS center 1 to judge a risk level.
