PROBLEM TO BE SOLVED: To constitute an inspection and maintenance device so as to be remotely operable the posture, scanning and work position. SOLUTION: This inspection and maintenance device is to insert in piping and components placed inside and outside a reactor pressure vessel 1 and grasp remotely the initiation position around the piping to be inspected and laid. In other words, position detectors for gravity direction detection and position detectors for rotational displacement detection are assembled in the structures and rotational mechanisms of a reactor piping inside inspection and maintenance device. The device is composed of a fixing part 28 for fixing a magnetic induction type displacement detector 31 for gravity direction, a rotational mechanism 29 freely rotatably connecting the fixing part 28 and a laser irradiation part 30 freely rotatably connecting the rotational mechanism 29. Instead of the fixing part 28 for fixing a magnetic induction type displacement detector 31 for gravity direction, a magnetic induction type position detector 37 for rotational displacement can be assembled in the rotational mechanism 29.
