Structurally strong composite sandwich panels (10) are made using phenolic resin adhesives (14Aa, 14Ab, 14Ba, 14Bb, 16Aa, 16Ab, 16Ba, 16Bb) to bond the face sheets (14, 16) to the honeycomb (12). Certain configurations and combinations of phenolic resins and fire protection agents were found to provide low flame, smoke and toxicity (FST) panels which have high structural strength.
