In the first aspect of the invention, there are provided a citrate compound represented by general formula Ä1Ü described below, <CHEM> <in the formula, R<1> is a hydrogen atom or an aliphatic acyl group, and R<2> is an alkyl group>, and a plasticizer for thermoplastic resins which comprises the citrate compound which is not apt to bleed out so much. In the second aspect of the invention, there are provided a thermoplastic resin composition which comprises a citrate compound and a thermoplastic resin such as a cellulose acetate-based resin, a styrene-based resin, and a polyvinyl chloride-based resin, and a cellulose acetate-based resin-made card having biodegradability which comprises a plasticizer which is not apt to bleed out of a cellulose ester-based resin and a cellulose ester-based resin.
