PURPOSE: A device for controlling a pre-shift in a semi-automatic transmission is provided to reduce speed changing time through changing a speed when stepping on a clutch. CONSTITUTION: A device for controlling a pre-shift comprises a gearshift lever sensor(10) detecting location of a gearshift lever for converting into an electric signal; an engine speed sensor(20) detecting on rpm(revolutions per minute) for converting into an electric signal; a gear speed sensor(30) detecting on rpm of a shift gear; a gear position sensor(40) detecting location of a shift gear for converting into an electric signal; a displacement sensor(50) detecting displacement of a clutch release cylinder(100) for converting into an electric signal; first and second clutch switches(120,130) detecting stepped state of a clutch pedal(110) for converting into an electric signal; a micro controller(140) having an input terminal connected to output terminals of the sensors and the clutch switches; a display unit(150) and a solenoid valve(80) having input terminals connected to output terminals of the micro controller; and an air tank(90) and the clutch release cylinder connected to the solenoid valve through a conduit.
