PURPOSE: A device and a method for controlling a speed change in an automatic transmission are provided to improve shift quality according to combination of one way clutch while protecting endurance of the one way clutch. CONSTITUTION: A kick-down servo switch(10) detects a released state of a kick-down band brake for converting into an electric signal. A vehicle speed sensor(20) detects speed of a vehicle for converting into an electric signal. A turbine rpm(revolutions per minute) sensor(30) detects an rpm of a turbine for converting into an electric signal. A timer(40) supplies an information signal for time. Input terminals of a micro controller(50) are connected to output terminals of the kick-down servo switch, the vehicle speed sensor, the turbine rpm sensor, and the timer. An input terminal of a speed change driving unit is connected to an output terminal of the micro controller.
