PURPOSE: A dynamic assignment method used in the time of an access trial of a terminal station in a CDMA mobile communication system is provided to use a radio resource efficiently by limiting an access call under a current trial in case of degradation of a speech quality according to an interference signal through an analysis of degradation reason of a speech quality. CONSTITUTION: A cell control device corrects ratio values of signal to noise(310), and investigates the assigned number of channel(302), and calculates the mean value of the corrected ratio values(303). At this time, each channel has the almost same ratio value of signal to noise because of a power control. For this reason, the number of assignment capability channel can be found through the assigned number of channel. In case that there is no assignment capability channel, a continuous value(P) is set up to a maximum continuous value, and an access parameter message of a paging channel is broadcasted with the maximum continuous value. For this reason, an access trial inside a current cell is limited. In cast that there is the assignment capability channel, the mean value of the corrected ratio value of signal to noise is compared with the ratio value of signal to noise at which a speech quality is degraded(305). If the mean value is below the ratio value of signal to noise at which a speech quality is degraded, the continuous value is increased as much as P step(306). If the increased continuous value is below a maximum continuous value, the access parameter is broadcasted with the increased continuous value, and if not, the access parameter is broadcasted with the maximum continuous value(308). If the mean value is over the ratio value of signal to noise at which a speech quality is degraded, the continuous value is decreased as much as P step(309). If the decrease continuous value is below 0(310), the access parameter is broadcasted with the continuous value of 0(311), and if not, the access parameter is broadcasted with the decreased continuous value.
