PROBLEM TO BE SOLVED: To reduce the cost required to form a phosphor screen by simplifying a structure of the phosphor screen for a flat cathode ray tube, to prevent unnecessary light from entering from the rear side of the flat cathode ray tube, and to eliminate the necessity of a black cover. SOLUTION: A black conductive film 15 made of carbon or the like is formed on an inside surface of a screen panel 2a, and a phosphor screen 6a is formed on the surface of the black conductive film 15. A transfer foil used for forming the phosphor screen 6a can be a conductive film and a foil having a laminated structure without a metal back. It is not necessary to install a black cover on the outside of a cathode ray tube.
