PROBLEM TO BE SOLVED: To provide a highly efficient and long life fluorescent lamp provided with an electrode having a metal sleeve and an emitter by using an emitter rarely exfoliated or falling off from the metal sleeve, and not absorbing a rare gas. SOLUTION: This device is provided with a glass sleeve 11 and a pair of electrodes 12 inside the glass sleeve 11. The electrodes 12 are provided with a metal sleeve 12a and an emitter 12b provided at least on a part of the metal sleeve 12a. The emitter 12b includes at least one of materials selected from BaO1-X (0<=X<=1), SrO1-X (0<=X<=1), CaO1-X (0<=X<=1), and MgO1-X (0<=X<=1), and glass.
