PROBLEM TO BE SOLVED: To make an international telephone call from a mobile communication terminal with a simple procedure and to selectively use an international communication provider whose communication charge is cheapest. SOLUTION: This system 10 is provided with a balance database 18 storing prepaid amounts at each caller's number, a charge database 20 storing the charging system of each communication provider, a balance confirming part 26 confirming balance from a caller's number, a speech communication acceptance/rejection deciding part 28 which decides the acceptance/rejection of speech communication from the balance, a speech allowable time calculating part 30 which allocates the number and balance of a receiver side to the charging system and calculates a speech communication allowable time, a communication provider specifying part 29 specifying one communication provider A, a line switching device 16 and a line controlling part 24 which connect a caller side terminal 13 and a receiver side terminal 32 via the provider A and also disconnect the line when the speech communication allowable time passes, a speech communication time measuring part 34, a speech communication charge calculating part 36 calculating a speech communication charge from the speech communication time and the charging system and a balance updating part 38 which subtracts the speech communication charge from the balance.
