PROBLEM TO BE SOLVED: To provide a magnet roller which is fabricated at a low cost, restrains expensive rare earth magnetic powder from increasing in usage, makes the most of the magnetic properties of the magnetic powder so as to obtain a required magnetic force (900G to 1100G), is capable of preventing a picture quality from deteriorating in density, protecting a picture image against brush marks, and prevents a developer from deteriorating. SOLUTION: A magnet roller is composed of a main body 1a and a thin layer 1b of rare earth resin magnet formed on the outer surface of the main body 1a, and provided that the thickness of the thin layer 1b, the inner diameter of a sleeve 2, and the outer diameter of the magnet roller main body 1a are each represented by t, Di, and De, and t, Di and De are so set as to satisfy a formula (Di-De)/2>t>=0.01 mm.
