PROBLEM TO BE SOLVED: To fully supply liquid-like resist to a blocked and/or through hole part and between fine line patterns of a conductive substrate. SOLUTION: After liquid-like resist is subjected to positive rotation roll application to both sides of a conductive substrate 10 with a blocked and/or through hole part with one rotation roll of a pair of rotation rolls 20, 22 arranged to face each other through a substrate shifted, liquid-like resist is applied again by a reverse rotation roll coater before liquid-like resist on the substrate 10 dries and then it is dried.
