Its input is compared with a preset value, it is outputted in a required size along a guideline determined in advance as shown by an arrow 5 if the input is higher than the preset value, then a valve is closed, or electricity is cut off, or an alarm is issued. Whether a control instruction is given together with the alarm or only the alarm is issued depends on the type and magnitude of the input. An ambulance is dispatched according to the level of the safety hazard. The safety hazard can be fundamentally excluded or minimized accordingly.
