<p>PROBLEM TO BE SOLVED: To prevent the unbalance of read control of cells and deterioration of multiplexing efficiency, while keeping the sequence of valid cells in cell dispose priority control. SOLUTION: Cells are sequentially written in a common buffer 102. Only priority cells with a higher priority among cells outputted from the common buffer 102 are written in a priority buffer 103. A cell write/read control section 107 compares a prescribed threshold with a quantity of cells stored in the common buffer 102 and the priority buffer 103, that is monitored by a buffer quantity monitor section 105 to apply disposal processing to cells with a lower priority among the cells written in the common buffer 102 or the cells read from the common buffer 102, and when a cell delivery right is obtained, the cells with a higher priority stored in the priority buffer 103 are immediately outputted, and then the cells with a priority stored in the common buffer 102 are outputted.</p> |
