In the case of Y(yes), the active system where the fault occurs is automatically switched to a standby system, backed up and instantaneous interruption of a data transmitter is eliminated (S12). Next, a state of an active monitoring device is confirmed and the latest state is stored (S14). This S14 is finished and, in the case of N where the alarm does not occur in the active system, the processing of confirming whether or not it is an automatic switching mode is performed (S15). Therefore, if it is during automatic switching mode selection, a time needed until switching completion from the active system to the standby system can be reduced after fault occurrence of the active system.
