PROBLEM TO BE SOLVED: To provide encoding character string communication apparatus which prevents the inequality of dictionary contents, which occurs when not all information transmitted from an encoding side being a transmission side do not reach a decoding side being a reception side, and which precisely and efficiently executes encoding/decoding. SOLUTION: Encoding character string communication apparatus is provided with an encoding/dictionary update part 10 encoding an encoded character string ST1 while an encoding dictionary D1 is generated or updated by a dynamic dictionary method to the inputted encoded character string ST1, a re- transmission processing part 12 transmitting the encoded character string to a reception side and a preliminary dictionary generation means (encoding/ dictionary update part 10) generating a preliminary dictionary D2 by the dynamic dictionary method only on the character string whose transmission is recognized on the reception side.
