PROBLEM TO BE SOLVED: To make constitution comparatively simple and to reduce soiling by a foreign matter such as toner powder or paper powder by regulating the electric resistance of an elastic body layer within a specified range, electrifying the foreign matter adhering to the surface of a rotating roller by the discharge of a corona wire and reversely transferring it to a photoreceptor. SOLUTION: The rotating roller 7 exists in front of the transfer corona wire 9, and a grounded metallic shaft 19 is coated with a rubber ring 20 being a dielectric. The surface of the roller 7 always obtains positive charge by corona generated from the wire 9 but charge density generated on the surface of the roller by the resistance of the ring 20 depends on. Then, the resistance value of the roller 1 is set to 108 to 1014Ω.cm, and 109 to 1013Ω.cm considering resistance fluctuation by environment or secular fluctuation. Thus, toner 21 adhering to the surface of the roller 7 obtains the positive charge and is reversely transferred to the photoreceptor 1 electrified so that its surface potential may be negative.
