PROBLEM TO BE SOLVED: To eliminate an increase in circuit scale and to reduce unnecessary access by adjusting the amount of data accessed once by each processing block according to an access request. SOLUTION: An access quality detection part 4 provided on this system detects the access request state in a specific reference period with access signal As1 from 1st to (n)th blocks (data processing unit) capable of accessing an external RAM (common resource) 6, sends data amount signals Dv1 to Dvn to the respective blocks according to the detected access request state, and instructs the amount of access data which can be transferred between the blocks and external RAM in the reference period. An arbitration part 3 sends acknowledgement signals Ak1 to Akn to the respective blocks according to access request signals Rq1 to Rqn to allow data transfer based upon the data amount instructed with a data amount signal.
