PROBLEM TO BE SOLVED: To quickly perform processing, and to improve safety by judging a dozing driving state and an inattentive driving state from state information on a driver, and preferentially taking a judgment of the dozing driving state when judged as a travel situation of easily causing the dozing driving state by a travel situation judging means. SOLUTION: When a vehicle travels, a vehicle state and a vehicle surrounding travel environment such as a vehicle speed are detected by a driver state detecting means CL1, and a dozing driving state and an inattentive driving state are judged by a dozing/inattentive driving anticipating/judging means CL3 from state information on a driver detected by the means CL1. A dozing driving warning means CL4 or an inattentive driving warning means CL5 is actuated according to the judging result. In this case, a travel situation judging means CL6 is arranged, and when a travel situation is judged as a travel situation of easily causing dozing driving, a judgment of a dozing driving state is preferentially taken by a selecting means CL7, and when judged as a travel situation of easily causing inattentive driving, a judgment of an inattentive driving state is preferentially taken.
