PROBLEM TO BE SOLVED: To obtain a thermoplastic polyester elastomer which has excellent antibacterial properties without detriment to its inherent properties such as moldability, resistances to heat and light, and elasticity by compounding a polyester block copolymer with a specified amount of a compound having a phosphonium salt group. SOLUTION: This thermoplastic polyester elastomer is prepared by compounding 100 pts.wt. polyester block copolymer containing 5-80 wt.% low- melting-point polymer segments with 0.1-30 pts.wt. compound having a phosphonium salt group. The phosphonium salt group is represented by formula I (wherein R1 to R4 are each alkyl or aryl provided at least one of them is 10-20C alkyl), A preferable example of the compound is represented by formula II (wherein A is an aromatic group; X1 and X2 are each an ester-forming group; and R1 to R4 are each the same as in formula I), which is a phosphonium salt of a sulfo-group-containing difunctional aromatic compound.
