PROBLEM TO BE SOLVED: To prevent lubricating oil from flowing into an operating chamber by arranging a turning seal mechanism part formed in such a constitution that one end of a cylindrical seal film is fitted to an outer periphery of a turning scroll end plate and the other end is fitted to a housing side, and holding pressure of inner and outer surfaces of the seal film in a condition without a pressure difference. SOLUTION: One end of a cylindrical seal film 21 made of rubber and the like having a high flexibility is fitted to an outer periphery of an end plate of a turning scroll 16, and the other end is fitted to a housing 17 side, and they are fixed by a seal band 22. A tightly fitted spring is mounted on an outside of a seal film 21 so as to constitute a turning seal mechanism part. A pressure control device including a gas and liquid separator connected through equalizing pipes 31, 32 is disposed in order to follow pressure acted on an inner space of the seal film 21 communicated with a power chamber while matching with fluctuation of pressure acted on an outside space of the seal film 21 communicated with an intake side space through an operating chamber, and pressure acted on the inner and outer surfaces of the seal film 21 is held in a balanced condition.
