PROBLEM TO BE SOLVED: To allow a fixing lever and a pull lever not to obstruct by housing the pull lever of a stand pipe provided with an attaching and detaching claw and a pull rod, the pull lever and an elbow and a handle in the grip space of the handle. SOLUTION: When fire extinguishing working is started, a stand pipe 1 is inserted in a manhole. Next, when the end face of the mouthpiece 32 of a hydrant 31 is contacted on a body 6, an attaching and detaching claw 10 locks on the stage part 33 of the mouthpiece 32, and the stand pipe 1 is fixed on the hydrant 31. Thereafter, a fire hose is connected to a hose connection fitting 27, and the water discharge valve of the hydrant 31 is opened. After the water discharge valve of the hydrant 31 is closed after fire extinguishing working completion, the upper frame part 4a of a handle 4 and a pull lever 25 are gripped by one hand to pull up the pull lever 25. Thus, the claw 10 pushes to be slid by a push ring 8 so as to be slipped off from the stage part 33, and the hydrant 31 separates from the pipe 1. Thereby the connection of the underground hydrant can be performed smoothly.
